A64 per cent rise in the number of parking fines issued in one year is a thumping increase, both in the number of motorists caught and money generated for Staffordshire Moorlands District Council.
The council says the explanation is simple: its traffic warden operation was a shambles after responsibility was switched from police to the local authorities in late 2007. Now, it says, it's got its act together and the 6,353 tickets in 2009/10 are the proof. The council insists it is simply targeting illegallyparked motorists rather than operating a quota system, though it's hard to believe the "civil parking enforcement officers" are not encouraged to at least cover their wages.See the full content of this document
