THE Penalty Charge Notice (PCN) is an example of the difficulty of forming a cohesive society. What it really represents is the indifference of our local leadership to its constituents. The fact that you can be fined for, let us say, driving in a bus lane, demonstrates how retributive our civil system really is. The system does not want to know about your experience or examine its failings.
Currently, any journey to Hanley by car is something of a lottery. Even if you can negotiate the none too clear road signs, you park absolutely symmetrically in a council provided parking spot and you suffer not to get any change from car park machines which have never given change, there will be other challenges. Hanley is a honey trap for the council. There is evidence here of a cunning and deliberate war against motorists that we see little or no evidence of in the largely privately owned Festival Park site at Etruria.See the full content of this document
