Summary
When the council started charging pensioners for cutting the grass at the front of their bungalows 20 years ago, the average area was three metres square and the charge was about pounds1.70 a week or more, which was attached to the rent. This meant that every time the rent went up so did the charge for the grass cutting. I estimate that we are now paying at least pounds3.40 per week. When we started paying for this service it was a lawn dressed, edged and cuttings cleared - which took one man five minutes. Since then the service has deteriorated and they just run the mower over the grass. No edging, no weeding and no clearing up. Last year they just cut the grass twice, which takes one man, one minute. pounds170 for two minutes' work. This has been going on long before Kier started; who I find a big improvement.
