AUTHORITIES are losing money since taking over parking enforcement from police, because they have been unable to recruit enough wardens.
On-street parking was decriminalised in Newcastle and the Staffordshire Moorlands in autumn 2007, with responsibility for issuing fines shifting from the police to the district and borough councils.
