ONCE again we are being given a demonstration of how not to make decisions by the officers of this city council.

The idea of closing neighbourhood offices is all part of the council officers' continual push to hand over responsibility for council housing to a variety of private businesses and, by doing so, freeing themselves from the responsibility of upkeep and management of these properties.
