HAS Stoke-on-Trent City Council done a Sir Alex Ferguson, kicking up a row about the referee, in this case the Audit Commission, to divert public attention about its poor performance and prospects for improvement? Or has it been misjudged by a whistle-stop inspection several months ago, which is already out of date? One suspects, as always, the truth about the report on the North Staffordshire Regeneration Partnership (NSRP) may lie somewhere in between. But it is unfortunate that what is meant to be a candid, independent assessment of a key player in the region's rebuilding should become a political football.
While disagreeing with the report's thrust, the city council seems to have tacitly accepted most of the issues raised by making major policy changes themselves. A lack of identity?
