But it is unfortunate that what is meant to be a candid, independent assessment of a key player in the region's rebuilding should become a political football.

While disagreeing with the report's thrust, the city council seems to have tacitly accepted most of the issues raised by making major policy changes themselves. A lack of identity? The council wants to scrap the InStaffs investment agency and has participated in the Made In Stoke-on-Trent campaign.
